Ongoing revitalization and mobilisation project of Intramuros which aims to transform walled city into a pedestrian-friendly tourist destination.
This is the ongoing pedestrianization project of Gen. Luna Street here in Intramuros.
General Luna Street was chosen as it passes by most of the historical sites in the district such the Manila Cathedral, San Agustin Church, and the Casa Manila complex. The pedestrianization project begins from General Luna St. corner Aduana St. stretching south to Muralla St. near Puerta Real (Royal Gate) at the district’s encompassing wall.
In 2017, the IA made strategic plans for the district including a Traffic Mobility Plan (TMP) which was made using recommendations based on assessments from the 2014 World Bank Study on Improving Mobility in Intramuros.
The TMP is done in coordination with the area’s stakeholders, communities, barangays. The TMP has four phases. The first, most of which has already been implemented, involves interventions such as designating one-way streets, removal of street parking in designated streets, and sidewalk widening.
Phase 2 fo-cuses on provisions for measures in support of those in Phase One such as making General Luna one-way. The IA is now looking into Phase 3 which focuses on measures that can be implemented in two years, while Phase 4 focuses on its long-term vision of walking as the main mode of mobility in Intramuros.
The study noted that pedestrianizing General Luna St. “provides an unobstructed route linking the important attractions inside Intramuros to the attractions in Rizal Park.” The IA is proposing to fully pedestrianize General Luna St. as a pilot site to see how this improves mobility within Intramuros.
Personal cars sit parked about 95% of the time, according to a study by the RAC Foundation. And they take up valuable real estate in urban areas. Many people love the freedom to walk, shop, and eat wherever they want, without worrying about cars.
Studies have shown that cars-free streets promote greater community interaction, especially in urban areas. Furthermore, the benefits of car-free streets are not limited to reducing pollution but also promote exercise and recreational activities.
The Intramuros project has a total approved budget of P64.16 million, sourced from the 2022 budget. Once completed, it is expected to cater to more than 1.9 million visitors.
Meanwhile, a portion of Gen. Luna street have
been converted into a food bazaar area. Once devoted to cars, Gen. Luna street have been transformed into walkable, mixed-use public spaces where pedestrians, cyclists, and citizens mix in safety. Tourists can now traverse the street without
the need for, or fear of, motorized private vehicles.
