Who would have thought that this massive reclaimed land would one daybecome one of Metro Manila's emerging lifestyle and business district.
Situated west of Roxas Blvd. – from the southern portion of the City of Manila down to Pasay and Parañaque this more than 800 hectares of reclaimed land from Manila Bay has in recent years been transformed into a business, residential, leisure, cultural, and educational hub and is now one of Metro Manila’s foremost central business districts after Makati, Ortigas Center, and Bonifacio Global City.
Today, Bay City is home to a large number of residential condos, luxury hotels, casinos and big shopping malls. While the Bay Area is far from complete, it is now shaping to become a major market that will redefine Metro Manila’s real estate sector.
As of end-2022, it is home to 21% of Metro Manila’s total condo stock, second only to Fort Bonifacio, and has already surpassed the Makati CBD By 2024, it will be home to approximately 1.36 million square meters
of office space, the fifth largest office market in Metro Manila.
Bay City Area was once part of the vast ocean of Manila Bay. The plan was to reclaim 3,000 hectares of land in Manila Bay. The project, formerly known as Boulevard 2000, which began in 1977, with the creation of the Public Estate Authority (now Philippine Reclamation Authority) to manage the project.
By the end of the Marcos rule in 1986, 660 hectares had been reclaimed, including the 77-hectare (190-acre) Cultural Center of the Philippines Complex. The area is split between the cities of Manila and Pasay on the north side and Parañaque on the south.
In November last year, the two projects of the Pasay Eco-City Reclamation have been given the green light to resume reclamation activities after complying with the required documentation.
According to the Pasay City government, the projects have also been deemed compliant with other issuances from the PRA and the local government. The Eco-City development plan includes two reclamation projects in Manila Bay known as “Pasay 265” and “Pasay 360.”
Pasay 265 is a joint venture with Pasay Harbor Corp. covering 265 hectares of offshore development of a “new cosmopolitan, eco-friendly and iconic waterfront city.” The other reclamation project covering 360 hectares – undertaken jointly with SM Smart City Infrastructure and Development Corp. will be connected to the Mall of Asia complex, also of the SM Group.
The city said that more than one million jobs will initially be generated and over P1.3 trillion in revenue from investments can be collected from two Manila
Bay reclamation projects in Pasay City alone. In August 2023, President Marcos suspended 22 reclamation projects in Manila Bay to check their compliance with rules as well as their impacts on communities and the environment.
This new reclamation project in Pasay City will be connected to the Mall of Asia (MOA) Complex, which is also a reclaimed-land project of both parties, and turned into a vibrant business district featuring world-class mall, offices, residences, entertainment arena, 5-star hotel, and convention center.
Based on masterplans Eco-City will feature eco-friendly and modern commercial, institutional, and residential spaces highlighted by blue and green infrastructures, such as green parks, mini forests, and mangrove corridors.
Land reclamation has long been recognized in many countries as a viable development strategy in places that experience rapid urban growth amid scarcity of land and high population density. Fast-growing cities, especially in Western Europe, Middle East, East Asia, and Southeast Asia have been reclaiming lands for port extension and expansion of different land uses, aimed at enhancing their economies while also observing aesthetic and environmental considerations. We see good examples of this kind of land reclamation in the Netherlands, Dubai, United Arab Emirates, Hong Kong, and Singapore.
